This is your chance to get 13 $5 War Savings Certificate stamps still attached to their War Savings Certificate.  The stamps were required to be affixed to this engraved folder which carries the name of its purchaser.  The stamps could only be redeemed by that person.  The owner could've redeemed the stamps for cash anytime before their maturity date (1923) and get back the amount they paid for each stamp ($4.12) plus once cent extra for every month after their original purchase.

The first US War Savings stamp was issued Decebmer 1, 1917, with a goal to raise funds for World War I.  They were produced by the Treasury Department and distributed in many convenient loactions (banks, post offices, etc.).  The stamps were available in 25¢ and $5 denominations.  The $5 War Savings stamp cost $4.12 when issued and earned 4% interest, or a penny a month.  When they matured five years (1923) later they could be redeemed for $5.
