 In December 2006, the United Nations adopted the charter to ensure that all people with disabilities are granted the human rights and freedoms they deserve.  The Vienna Education stamp pictures a disabled person wearing graduation clothes.  The U.N. convention states that education is a universal human right that should be equally available to the disabled without discrimination.  The Integrity stamp, issued by Vienna, “represents the idea of body, mind, and spirit with open hands to embrace the rights of persons with disabilities.”  The U.N. charter states that all people should be able to make decisions for themselves without fear of being rejected or hurt.
