The 2007 New York 90¢ definitive stamp features a blue United Nations peacekeeping helmet.  These helmets are worn by United Nations Peacekeepers, which include soldiers, civilian police officers, and other civilian personnel. 

The United Nations defines peacekeeping as “a way to help countries torn by conflict create conditions for sustainable peace.”  The job of the peacekeeper is to oversee the process of peace in post-conflict areas and ensure that the countries involved follow the stipulations set by their peace agreement.  The job of the peacekeeper can also include monitoring the peaceful withdrawal of opposing forces from an area of conflict, supervising elections, and assisting with reconstruction.  Quite often, peacekeepers are soldiers, but they are not required to be.
