In an attempt to draw attention to the world’s oceans and coasts as economic assets, the United Nations declared 1998 the International Year of the Ocean. With the help of the International Oceanographic Committee (IOC), the UN hopes to generate research that would accurately predict events such as tidal waves, floods, and droughts.
The stamps were issued on three separate souvenir sheets. Each sheet carries a different denomination and represents a different region of marine life.
The first sheet, designed by American artist Larry Taugher, carries a 32-cent denomination and attempts to portray the temperate area of the ocean. In this portrait the artist is trying to bring attention to the beautiful and fascinating life forms that could be lost with further industrial intrusion.
