The World Flag Series was originally created in September 1980 to honor the Member States of the United Nations. The United Nations released sixteen such flags every year, until 1989, when all current Member States were represented.
The program remained suspended until 1997, when eight new stamps were issued to honor the newest Nation States. In 1998, eight more stamps were issued, in two different panes. Each pane features four blocks of four stamps, for a total of sixteen stamps per pane.
The first pane of stamps commemorates: Federated States of Micronesia, Slovakia, Democratic People’s Republic of Korea, and Azerbaijan. The second sheet features: Uzbekistan, Monaco, Czech Republic, and Estonia.
