The Charter then had to be approved by the governments of the five permanent members of the Security Council and a majority of the other nations that signed it. The five permanent members of the Security Council are France, Great Britain, China, Russia and the United States. The Charter went into effect on October 24, now celebrated every year as United Nations Day.
