1974 10c Centenary-Univ'l. Postal Union

The Universal Postal Union works to promote international cooperation in improving postal services.  The first international postal congress was held in 1874.  The U.P.U. became an agency of the United Nations in 1947.  Its permanent headquarters is in Berne, Switzerland.  This issue commemorates the 100 years the U.P.U. has been working for better international postal service.
