This is the second set of commemorative stamps in the Human Rights Series.  In 1946, the U.N. set up a Commission on Human Rights. The Commission wrote the Universal Declaration of Human Rights, which was approved by all members of the General Assembly in 1948. This Declaration expressed the hope that people would learn to respect the rights and dignity of others.
