The U.S. gained control of Puerto Rico after the Spanish-American War.  Overprinted U.S. stamps were used for a time in this U.S. territory.  The first Puerto Rico overprints – with the inscription “Porto Rico ” – lets us know that this scarce stamp is from the first issue of 1899.
