However, some people took advantage of this policy and used their privileges on personal mail. This led Congress to pass legislation on March 3, 1873, declaring a need for Official stamps.
The new Official stamps took their central designs from the expertly engraved “Banknote” stamps picturing portraits of important Americans. The frames were changed for each department, along with the color of the stamps.
Get Scarce 1879 Special Printings
Initial printings of Official stamps were by the Continental Banknote Company on thin, hard paper. However, in 1879, special printings were completed by the American Banknote Company on soft, porous paper.
