They were made just for collectors at philatelic exhibitions, making them extra special.  Events like this were once discouraged or even banned in China before the 1980s.  By 1983, stamp collecting had experienced a major revival.  Today, philatelic exhibitions are popular across China, and it is traditional to create commemorative souvenir sheets for them. 

Selections vary, but the one I looked through had lots of sheets picturing wildlife, flowers, sports, pagodas and more.  Several sheets also pictured poll winners for the best Chinese stamps.  Every year since 1980, Chinese stamp collectors have voted on the best stamp from the previous year.  Winning stamps are then featured on collectible souvenir sheets.
