 Cover Marks Transition to New Non-Denominated Stamp

On January 10, 1999, the first-class letter rate increased by one cent.  A new non-denominated stamp was issued for the transition - the H-Rate Uncle Sam's Hat stamp.  This cover bears the G-Rate Old Glory stamp, postmarked on the last day it covered the first-class letter rate, and the H-Rate stamp, postmarked on the first day the new rate took effect.  It's a neat reminder of this moment in postal history.
