This three-cent stamp served a very practical purpose - to make up the difference between the old first-class rate of 29 cents and the new first-class rate of 32 cents. Due to the great deal of criticism, the 1991 make-up rate stamp received for its unattractive design, this stamp features a flying dove with an olive branch in its beak.
