These stamps were issued after a rate increase was passed in June 1932.
The 3¢ stamps paid the new first-class letter rate. The design was adapted from the 2¢ stamp in the Washington Bicentennial Issue (#707). The denomination and color were changed, and the ribbons with “1732” and “1932” were removed. The portrait of Washington by Stuart was used for the vignette. It’s the same image used on the $1 bill.
U.S. #723 was issued to pay for postage on a letter weighing up to two ounces. The First Day of Issue was at the annual convention of the American Philatelic Society. #723 is the last stamp in the Series of 1922.
