1985 UN Flags 22c Proofcard Mexico

This card is from the sixth group of sixteen flag stamps of the Member States of the U.N. Each year the Secretary-General, or his representatives, select at random the flags to appear on the stamps.  These stamps are true miniaturized versions of the flags, faithfully reproducing not only the colors and designs, but also the flags’ true proportions. 

What's a Proofcard?
