In 1981, the UN issued the second group of sixteen stamps in the continuing Flag Series.  Each year the Secretary-General, or his representatives, select at random the flags to appear on the stamps.  These stamps are true miniaturized versions of the flags, faithfully reproducing not only the colors and designs, but also the flags’ true proportions.
