This stamp is one of three non-denominated Stars and Stripes stamps issued in coils of 3,000 and 10,000. They are for use on by bulk mailers.
 
The three stamps feature white stars and a blue field plus red and white stripes. Together, the designs form a portion of a waving flag. The stamps were illustrated by Nancy Stahl, who has been the artist behind more than a dozen U.S. stamps.
