Reason the stamp was issued:  The Eagle and Shield self-adhesive stamp was issued for bulk mailers to use instead of a stamped envelope.

About the stamp design:  The design for this stamp was first used in 1991.  This stamp represents the fourth time the same design was used, but the first time it was issued as self-adhesive.  It features the artwork of Christopher Calle, the artist behind some of America’s space stamps.

Special design details:  The 1996 self-adhesive Eagle and Shield stamp has the year date below the design.  When Stamp Venturers printed this stamp with water-activated gum in 1993, there was no date.
