Although similar in design to the previous issues, this series of stamps was smaller in size and featured new colors never before used.  Included in this set is #219D.  Customers complained about its unattractive color and how the ink ran when soaked in water.  Postal officials decided to reissue the stamp in carmine, resulting in #220.
